Incredible 90s/Y2K Anna Sui velvet and chiffon blouse. Button and loop down the front. Elasticated cuffs with frill. Fitted through bodice the flows from waist. Horizontal striped frills down front of body. Off shoulder design. Incredibly soft and stretchy cotton velvet.
